Mutant Vehicle Guidelines and Acceptance Information

Do you have a Mutant Vehicle?

If so, the Department of Mutant Vehicles ("DMV") welcomes you to bring your Mutant Vehicle (Art Car) to Happy Ass Ranch and participate in Apogaea. We want you to participate with your vehicle, so please make sure your vehicle is safe & meets the DMV Guidelines and Acceptance Process.

For Apogaea 2008, the DMV consists of Eat Me Lee and The Mayor . So please contact them for compliance with the Guidelines, Test Drives, Vehicle Acceptance, and any questions you may have.

What is a Mutant Vehicle ?

  • A vehicle with 4 or more wheels, with room for two or more people (including the driver) that has been radically, stunningly and safely modified, pursuant to the Guidelines listed below.
  • A Mutant Vehicle should not be private , but rather a vehicle that all persons should have the opportunity to visit and/or ride at one time or another while at the event.

What is not a Mutant Vehicle?

  • A vehicle that has NOT been radically mutated is not considered a Mutant Vehicle.
  • Street vehicles with minimal changes and temporary decorations are not considered mutant vehicles. For instance, a vehicle that has crape paper and some flowers attached to it is not considered a mutated vehicle.
  • Low riders, classic cars, monster trucks, dune buggies and hot rods are not considered mutant vehicles. There are other venues for displaying these vehicles. If you bring these vehicles, they must remain parked at your camp or designated area like any other non-mutated vehicle.
  • All normal (non-mutated) cars, trucks, buses, motorcycles, or other normal vehicle not mentioned here should be driven to your camp or designated area and parked permanently during the duration of the event. Driving these vehicles is restricted to entering the event site and leaving the event site with no other exceptions.
  • A vehicle that has been stripped down to the frame and engine is not considered a mutant vehicle.
  • The DMV has the final say-so in these matters.

DMV Acceptance Process
The DMV Acceptance Process is one that is intended to accept ALL mutant vehicles that are safe. All persons on site need to feel confident regarding their safety knowing that you have an understanding of the DMV Guidelines. Our Acceptance Process is designed to eliminate unsafe or hazardous action/s.

  • Read and understand all the Guidelines.
  • If needed, make adjustments to your Mutant Vehicle as per the Guidelines.
  • Take an official DMV member for a fun filled ride (required, we want to experience the fun first), and meet all the requirements including day permit and night permit.
  • Sign the Acceptance Form acknowledging that you have read and understand the Guidelines and accept them. Acceptance Forms will be made available at Apogaea. To obtain an Acceptance Form see your friendly DMV official.

Guidelines for General and Daytime Driving Permits:

  • A vehicle that has been radically, stunningly and safely modified, the words whimsical and surreal come to mind when thinking of Mutant Vehicles.
  • Has 4 or more wheels,
  • Is designed to carry two or more people (including the driver)
  • Create a clear field of vision for the operator, which may include rear and side mirrors.
  • Have ground guides (walking people) if the vehicle is large or has limited field of vision.
  • Have a safe access area and procedures for loading and unloading passengers.
  • Have a safe access area into and out of your camp.
  • Mutant Vehicles shall not mimic any type of emergency vehicle or law enforcement vehicle
  • Follow all the Driving rules for Mutant Vehicles

Guidelines for Nighttime Driving Permits:

  • All of the day time guidelines
  • Adequately illuminate your vehicle, including front, rear and side lights.
  • Follow all the Driving rules for Mutant Vehicles
  • If your art car is towing a trailer, you must RADICALLY illuminate the trailer and hitch, as well as the wheel wells and/or fenders.

Other Guidelines:

  • Mutant Vehicles must be driven by licensed drivers.
  • Mutant Vehicles may not be driven by an intoxicated driver, or in a dangerous manner.
  • Mutant Vehicles must not leak fluids (other than Pina Coladas and other adult beverages).
  • Apogaea assumes no liability for your Mutant Vehicle. All Mutant Vehicles must have valid car insurance, unless they would not be required to have insurance outside of Apogaea.
  • Failure to follow guidelines may result in the temporary or permanent revocation of your permit to drive your Mutant Vehicle at Apogaea, the temporary or permanent suspension of a driver, and/or expulsion of driver and/or vehicle from the event. This is at the sole discretion of the DMV, Rangers, or Apogaea officers.
